If you're driving, head towards Pärnu city center. From the center, take Tallinna mnt (Route 4) heading northeast. Continue on this road for about 3 kilometers until you see a sign for the Pärnu muul. Follow the signs, and turn onto Unnamed Road. The muul will be located on your left, and there is parking available nearby.

If you prefer public transport, start by taking a bus to Pärnu from nearby towns. Once you arrive at the Pärnu bus station, exit the station and look for local buses heading towards the beach area. Bus lines 1 and 2 frequently run to the beach. Get off at the 'Ranna Park' stop and walk towards the beach; Pärnu muul is a short 10-minute walk along the waterfront.
