If you're driving from Kuressaare, head north on the E67 (Saaremaa Ring Road) for about 30 kilometers. Once you reach the Mustjala area, look for signs directing you to Panga Cliff. Turn onto Panga Road (Panga tee) and follow it for approximately 5 kilometers until you reach the parking area near the cliff. There are no entrance fees for accessing the cliff area.
