From Setomaa, head northwest on the E263 road towards Tallinn. Continue on E263 for approximately 2.5 hours (around 200 km). As you approach Tallinn, follow signs for the city center. Once in Tallinn, take the exit toward Pirita tee. Rusalka Memorial is located at Pirita tee 1, 10127 Tallinn, which is on your left as you drive along the Pirita road. There is parking available nearby.

From Setomaa, take a local bus to Tartu. The bus ride will take approximately 1 hour. Once in Tartu, transfer to a bus heading to Tallinn, which takes about 2.5 hours. Upon arriving in Tallinn's central bus station, take tram number 1 or 2 towards Pirita. The tram ride will take about 20 minutes. Get off at the 'Pirita' stop, and Rusalka Memorial will be a short walk from there, located at Pirita tee 1.
