If you are in the heart of Tallinn Old Town, head towards the Town Hall Square (Raekoja Plats). From the square, walk towards the North on Pikk Street. Continue straight until you reach the intersection with Lühike Jalg. Turn left onto Lühike Jalg, and you will see the Maiden Tower Museum-Cafe at Lühike jalg 9A. It's a short and pleasant walk that takes about 10 minutes.

Although Maiden Tower Museum-Cafe is close enough to walk to, if you prefer public transportation, you can take a tram or bus to the nearest stop. Hop on tram number 2 or 4 and disembark at the 'Vabaduse Väljak' stop. From there, walk back towards the Old Town; follow the path leading to the entrance of the Old Town and then continue to Lühike Jalg. The tram ride costs approximately €2, and you will need to purchase a ticket before boarding.
