From Levuka town, head towards Queen's Road and walk east. Continue until you reach the junction that leads to the Vuma area. This is about a 30-minute walk along the coast. Once you reach the junction, follow the signs for Vuma. After approximately 10-15 minutes of walking, you will arrive in the Vuma area. From there, follow a local path that leads up into the hills to Waitovu Waterfall. The hike to the waterfall may take about 1-1.5 hours. Asking locals for directions is advisable.
