If you are in the European Quarter, start by heading towards Rue de la Mésange, which is a central street. Walk straight until you reach the intersection with Rue des Tonneliers. Turn left onto Rue des Tonneliers and continue walking until you reach Place de la Cathédrale. The Cathédrale Notre-Dame-de-Strasbourg will be directly in front of you. This walk should take about 10-15 minutes.

If you prefer taking public transport, locate the nearest tram stop, which could be either 'Homme de Fer' or 'Langstross Grand Rue'. Take tram line A or D towards 'Illkirch Lixenbuhl' or 'Wacken' respectively. Get off at the 'Cathedral' stop. From there, it is a short 5-minute walk to the cathedral. As of my last information, a single ticket costs around €1.70 and is valid for 60 minutes.
