Walking
If you are starting from the Old Town area, head towards Shardeni Street. Walk straight until you reach the main road, Rustaveli Avenue. Turn left on Rustaveli Avenue and continue walking straight until you see the Parliament building on your right. Continue walking for about 10-15 minutes, and you will reach Liberty Square, which is marked by a large golden statue in the center.
