Public Transport - Tram
If you are starting from Dresden's main train station (Hauptbahnhof), head to the tram stop located just outside the station. Take tram line 7 in the direction of 'Weixdorf'. Travel for 5 stops and get off at 'Stadtmuseum'. From there, walk east on Wilsdruffer Str. towards Altmarkt, then turn left onto St. Petersburger Straße. Continue walking for about 10 minutes until you reach Deutsch-britischer Rosengarten, located at St. Petersburger Straße 2C.

Walking
If you are in the Altstadt area, you can easily walk to Deutsch-britischer Rosengarten. Start at the Frauenkirche, head east on Neumarkt towards the Altmarkt, and continue straight on Wilsdruffer Str. for about 1 km. When you reach the intersection with St. Petersburger Straße, turn right. The Rosengarten will be on your left, shortly after crossing the intersection.
