Turn right onto Mühlenstraße and continue straight. You will see the Marktplatz in front of you. The Stadterhebungsmonument is located in the center of the Marktplatz, easily visible once you arrive.

From Königsallee, walk to the nearest tram stop, which is Heinrich-Heine-Allee (approximately a 5-minute walk). Take tram line 703 or 709 towards the Altstadt. Get off at the Marktplatz stop. From there, you will see the Stadterhebungsmonument directly in front of you as you exit the tram.
