From Dresden city center, take tram line 11 towards 'Zschertnitz'. Get off at the 'Dresden, Striesen' stop. From there, transfer to bus line 61 towards 'Heidenau, Bahnhof'. After about 15 minutes, get off at 'Heidenau, Bahnhof'. Next, board the regional train (S-Bahn) towards 'Ústí nad Labem' and travel for around 30 minutes. Disembark at 'Tisá' station, and from there, follow the signs to Tisá, which is approximately a 15-minute walk.
