The United States entered World War I on April 6, 1917, and the American Expeditionary Forces relied on sea transport, which was threatened by German submarines. The U.S. Navy cooperated with the Royal Navy to combat this threat, using Gibraltar as a major base.The memorial features a masonry archway constructed from stone from the Rock of Gibraltar. Above the arch are two bronze medallions depicting the seals of the United States and the Department of the Navy. The inscription on the monument reads: "Erected by the United States of America to commemorate the achievements and comradeship of the American and British navies in this vicinity during the World War".
