From Hagåtña, take Route 1 (Marine Corps Drive) south for approximately 11 miles. Turn left onto Route 17 (Cetti Bay Road) and follow it for about 2 miles until you reach Cetti Bay. Parking is free. Be aware that the roads can be rough.
