From the central park in Copán Ruinas, head east towards the main road (Calle Principal). Continue straight until you reach the intersection with Calle 1. Turn left onto Calle 1 and walk until you reach the Plaza Occidental, which is located at RVP5+W8. It should take approximately 10-15 minutes on foot.
