From Egilsstaðir, head north on Route 1 (the Ring Road) towards Seyðisfjörður. Continue on Route 1 for approximately 57 km until you reach the junction for Route 94. Turn left onto Route 94 and drive for about 30 km until you reach the town of Seyðisfjörður. From there, continue on Route 94 for another 17 km until you see signs for Útsýnispallur. Follow the signs, and the destination will be on your right, just off the main road. Parking is available near the viewpoint.
