If you are starting from the Harpa Concert Hall, exit the building and head towards the waterfront. Walk along the waterfront promenade until you reach the intersection with Aðalstræti. Turn left onto Aðalstræti and continue walking until you reach the intersection with Kirkjutorg. Turn right onto Kirkjutorg, and you will see Alþingishúsið ahead of you.
