From Jerusalem, take Route 1 (the main road) towards Tel Aviv. After about 5 km, take the exit toward Mevaseret Zion. Continue on the access road and follow the signs to Keren Kayemet St. After approximately 3 km, you will find Castel National Park on your left. Parking is available on-site, and there is usually no cost for parking.
