From central Nahariya, walk to the Nahariya Central Bus Station. This is located on Sderot HaNassi. Once at the bus station, look for the bus that heads towards Rosh Pinna. You may need to transfer at a major bus terminal like in Akko or Kiryat Shmona depending on the schedule. The total journey will take about 1 to 1.5 hours. Once you reach Rosh Pinna, disembark at the main bus stop, and you can walk to the town center from there.
