Metro
If you are in the Shinjuku area, take the Tokyo Metro Marunouchi Line from Shinjuku Station to Korakuen Station. From Korakuen Station, transfer to the Tokyo Metro Namboku Line and head towards Kokkai-gijido-mae Station. Get off at the next station, which is Ichigaya Station. From Ichigaya Station, exit via Exit 3 and walk straight for about 10 minutes. You will reach Zenkoku-ji Temple at 5 Chome−36 Kagurazaka.

From Shinjuku Station, you can take the Toei Bus. Look for the bus stop that serves the Waseda University route (bus number 81 or 88). Board the bus and ride for about 15 minutes until you reach the Kagurazaka stop. Once you get off, walk for about 5 minutes down the street in the direction of Zenkoku-ji Temple, which will be on your right.

If you are near the Kagurazaka area, you can simply walk to Zenkoku-ji Temple. From the nearest subway station, Kagurazaka Station (Tokyo Metro), take the exit that leads to the main street. Walk straight along the main road (Kagurazaka Street) for about 7 minutes, and you will find the temple on your left at 5 Chome−36.
