If you're in downtown Covington, head east on East 5th Street towards the Ohio River. Continue straight until you reach the riverfront. Once at the riverfront, take the pedestrian bridge (Covington-Cincinnati Suspension Bridge) across the river into Cincinnati. After crossing the bridge, follow the signs to 800 Vine St. You'll walk straight down Vine St, and the library will be on your left.
