From the center of Peja, head northeast towards the main bus station (Stacioni i Autobusëve). Once you reach the bus station, look for a bus heading towards the village of Radac and board it. The trailhead is located just outside the village; look for the local guide signs. The hike to Valušnica will take around 1-2 hours depending on your pace.
