If you are starting from the Baalbek Roman Ruins, exit the site and head south towards the main street (Ain el-Jdideh Street). Walk along this street for about 10 minutes until you reach the intersection with the main square. Square de la municipalité will be to your right, approximately 500 meters from the intersection.

You will then see Square de la municipalité on your left, just past the intersection with the road leading to the Roman Ruins.
