Bus

Taxi
You can hail a taxi from anywhere in Beirut. Tell the driver you want to go to Byblos (make sure to say 'Jbeil' in Arabic - جبيل, if you can). Go to the main area near Cola intersection where shared vans are available to Byblos. Look for the vans that have 'Byblos' or 'Jbeil' written on them.
