Constructed in 1810, the monument commemorates Sir Alexander Ball, a British admiral who served as the first Civil Commissioner of Malta from 1799 to 1801 and again from 1802 until his death in 1809. Ball was sent to Malta in 1798 to support Maltese rebels in their blockade against the French. He was well-regarded by the Maltese people. Following his death, a committee of Maltese citizens petitioned for a monument to be built in his honor. The Lower Barrakka Gardens was chosen as the location due to its prominent position overlooking the Grand Harbour, a fitting tribute to a naval officer. The monument's design is attributed to Giorgio Pullicino and resembles an ancient Greek temple. Its Doric tetrastyle portico draws inspiration from the Temple of Hephaestus in Athens. The monument features allegorical statues of War, Prudence, Justice, and Immortality by sculptor Vincenzo Dimech. An inscription on the frieze reads 'ALEXANDRO IOAN BALL EQ. BAR.'.
