Walking
From the Mdina Main Gate, walk straight down Triq Sant'Agatha, passing the Mdina Dungeons on your left. Continue straight onto Triq il-Wied and then take a right onto Triq il-Kbira. Follow this road until you reach the end of Mdina. Once you exit through the gate, continue walking straight; you'll eventually reach Triq Ix-Xwejni, where the Xwejni Salt Pans are located. It is approximately a 30-minute walk.

From Mdina, walk to the nearest bus stop, which is located near the Mdina Main Gate. Take bus number 201 towards Valletta. After about 15 minutes, get off at the 'Żebbuġ' stop. From there, walk towards Triq Ix-Xwejni, which is about a 10-minute walk straight ahead. The Xwejni Salt Pans will be on your left.
