Once you are close to Valletta, follow the signs for the city center. Upon entering Valletta, look for parking options; there are public parking areas available, but they can fill up quickly. The closest parking to Lower Barrakka is the Valletta Waterfront Parking. From there, it's a short walk to Lower Barrakka Gardens.
