From Ramla Bay, head northwest on Triq Ramla towards Triq in-Nassaba. Continue on Triq in-Nassaba until you reach the intersection with Triq il-Wied. Turn left onto Triq il-Wied and follow it until you reach the junction with Triq Mellieha. Turn right onto Triq Mellieha. Continue straight, and you will see signs for Mellieha Bay. There is parking available near the beach, which may incur a fee depending on the season.
