Turn left onto West Street, and follow it as it turns into State Circle. Continue on State Circle, passing the Maryland State House on your left, then take a right onto Church Circle. From Church Circle, continue straight onto Duke of Gloucester Street until you reach the waterfront. At the waterfront, find the Annapolis City Dock and look for signs towards the Annapolis to Washington, DC bus service. Take the bus to the New Carrollton station, then transfer to the Metro towards Green Line and get off at the Gallery Place-Chinatown station. From there, walk to 701 D St NW, which is about a 10-minute walk.
