Car
From Elk Neck State Park, head out of the park entrance and turn right onto MD-272 N. Continue on MD-272 N for approximately 7 miles until you reach the junction with US-40. Turn left onto US-40 W and follow it for about 5 miles. Take the exit toward Havre de Grace. Continue straight to merge onto St. John St. Rochambeau Plaza will be on your right.

From Elk Neck State Park, you will need to drive or take a taxi to the nearest bus stop in North East, MD. Catch the MTA Maryland Route 1 bus towards Havre de Grace. The bus ride will take approximately 30-40 minutes, depending on traffic. Once you arrive in Havre de Grace, disembark at the closest stop to St. John St. and walk towards the plaza, which should be a short stroll from the bus stop.
