From the city center of Guadalajara, head to the 'Central de Autobuses' bus station. You can take a local bus (Ruta 368 or 370) that goes towards Tlaquepaque. The ride will take approximately 30-40 minutes. Get off at the 'Calle Donato Guerra' stop. From there, walk south on Calle Donato Guerra for about 5 minutes, and you will reach the Centro Cultural El Refugio located at C. Donato Guerra 160.
