If you are near a metro station, take Line 2 (the blue line) towards 'Tetelcingo'. Get off at the 'Juárez' station. Once you exit the station, head west on Avenida Juárez for about 200 meters until you reach the intersection with 5 de Mayo street. Turn left onto 5 de Mayo and continue walking straight for about 300 meters. You will see the Palacio de Gobierno del Estado de Nuevo León on your right.
