If you are starting from the Tijuana Cultural Center (Centro Cultural Tijuana), head east on Paseo de los Héroes towards Avenida Revolución. Once you reach Avenida Revolución, turn right and continue walking until you reach the bus terminal at the end of the street. Here, take a bus to the border crossing. After crossing, you will find yourself in San Ysidro, California. Walk straight towards the San Ysidro Transit Center.
