If you are driving, head to Stevensville, Montana. From the center of Stevensville, take Main St west until you reach the intersection with Fort Owen Ranch Rd. Turn left onto Fort Owen Ranch Rd. Continue straight for about 1 mile, and you will see the entrance to Fort Owen State Park on your right. There is no entrance fee for the park.
