If you're traveling by car from Kotor, take the E65 road heading towards Tivat. After approximately 10 kilometers, take the exit toward Rt Veslo. Follow the signs for Rt Veslo, and after about 5 minutes of driving, look for parking options near Plaza Veslo. There are usually spots available, but during peak tourist season, you may need to park further away and walk to the location.

From Kotor, you can take a local bus to Tivat. Buses frequently depart from the main bus station in Kotor. The bus ride takes about 30 minutes. Once you arrive in Tivat, you will need to transfer to another bus that goes to Rt Veslo. Make sure to ask the driver if they stop at Plaza Veslo or look for signs. The total cost for both bus rides should be around 2-3 Euros.
