From any location in the Dubrovnik Riviera, head north on the D8 road towards the town of Herceg Novi. You will need to cross the border into Montenegro, so be sure to have your passport ready. Continue following the D8 road until you reach the junction for the E65. Take the E65 towards Tivat. After approximately 30 km, take the exit for Luštica Bay, which is well signposted.
