If you are already in Ulcinj, start at the main bus station. Head north towards the city center along the main road. Continue straight until you reach the intersection with the waterfront area. Turn right and walk along the promenade, enjoying the views of the sea. After about 1 kilometer, you will reach the entrance to the old town of Budva. Proceed through the old town and follow the signs towards the Citadel. The Budva Citadel is located at the top of the hill, and you will see it as you approach. The walk should take around 20-30 minutes.
