If you are starting from the Pyay Hotel, exit the hotel and head south on the main road (Nay Pyi Taw Road). Walk straight until you reach the junction with the road leading to the Bawbawgyi Stupa. This should take approximately 30 minutes. Once you reach the junction, turn left onto the smaller road and continue straight for another 15 minutes. You will see the stupa ahead as you approach.
