From Den Haag Centraal, transfer to tram line 9 towards Scheveningen. Ride the tram for about 15 minutes and alight at the 'Zwarte Pad' stop. From there, it's a 10-minute walk: head towards the beach, taking a left on Neptunusstraat. The Muzee Scheveningen will be on your right at Neptunusstraat 90-92.
