From the city center of Delft, head towards the train station (Delft Station). This should take about 10-15 minutes on foot. Once at the station, take a train to The Hague (Den Haag). The train ride will take approximately 15 minutes. Once you arrive at Den Haag Centraal station, exit the station and head towards the tram stop outside the station. Take Tram 17 towards 'Statenplein' and get off at the 'Carnegieplein' stop. The Peace Palace is just a short walk from the tram stop, located at Carnegieplein 2.
