From High Point State Park, you will need to travel to the nearest NJ Transit bus stop, which is located in Sussex. Take the NJ Transit bus from Sussex to Dover Station (make sure to check the schedule as buses may not run frequently). From Dover Station, transfer to another NJ Transit bus (Route 872) heading towards Budd Lake. Get off at the stop closest to Flanders Road. From there, it's a short walk to Turkey Brook Park located at 30 Flanders Rd, Budd Lake, NJ 07828.
