If you are near a metro station, take Line 1 (Frognerseteren) or Line 2 (Sæter) towards the city center. Get off at the 'Nationaltheatret' station. Once you exit the station, follow the signs for 'Rådhusplassen'. It is about a 10-minute walk from the station. Head down the steps towards the waterfront, then turn left along the waterfront promenade until you reach Rådhusplassen, where the City Hall is located.
