From Baker City, take I-84 W towards La Grande. Continue on I-84 for approximately 46 miles until you reach Exit 164 for Umatilla. Merge onto US-730 E and drive for about 10 miles. Turn right onto OR-37 S, then follow it for about 2 miles. You will see signs for Spillway Park on your left. The park is located at 45.9326° N, 119.3023° W.

Currently, there are limited public transportation options directly to Spillway Park. However, you can take a Greyhound bus or a local shuttle to Umatilla. From the Umatilla bus station, you can arrange a taxi or rideshare service to reach Spillway Park, which is about 3 miles away. Expect to pay around $10-$15 for the taxi or rideshare.

For the adventurous, biking from Baker City to Spillway Park is an option. Take the same route as by car, starting on I-84 W.
