Car
If you are starting from Portland, take I-84 East for about 40 miles. Take exit 44 for Cascade Locks and follow the signs to the Historic Highway. Once on the Historic Highway, turn right onto Upper Elowah Falls Trail. The trailhead for Upper McCord Creek Falls is located at the end of the road, where parking is available. Please note that there may be a small parking fee in the area, usually around $5.
Public Transportation
From Portland, you can take the Columbia Gorge Express bus service that operates between Portland and the Columbia River Gorge. Get off at the Cascade Locks stop. From there, you will need to walk approximately 1 mile to the Upper Elowah Falls Trailhead. Follow the signs for the Historic Highway and look for Upper Elowah Falls Trail. Be sure to check the bus schedule for return times, as the service may not run frequently.
Hiking
If you are already in the Columbia River Gorge and have access to nearby trails, you can hike to Upper McCord Creek Falls from the nearby Elowah Falls Trail.
