If you're driving, start from the center of Callao and head towards Avenida Oscar Benavides. Follow this avenue until you reach the intersection with Avenida La Marina. Turn left onto Avenida La Marina and continue until you reach the intersection with Avenida Salaverry. Turn right onto Avenida Salaverry and follow it until you reach the Plaza Salaverry. From the plaza, take a left onto Avenida José Larco, and then take the first right onto Jr. Ucayali. Continue straight for a few blocks, and you will see the Palacio de Torre Tagle on your left at Jr. Ucayali 363.
