From Tagbilaran City, go to the Dao Bus Terminal and board a bus heading to Carmen. The bus ride will take about 1.5 hours and costs around PHP 50. Once you arrive in Carmen, you can hire a tricycle from the bus terminal to take you to the Chocolate Hills Viewing Deck, which is about 10-15 minutes away.
