If you're starting from Tagbilaran City, head to the main tricycle terminal located near the airport or the city center. Look for a tricycle heading to Carmen. The fare should be around PHP 300 to PHP 400 and the ride will take approximately 45 minutes. Once you arrive in Carmen, ask the driver to drop you off at the Chocolate Hills Viewing Deck.

From Tagbilaran City, go to the Dao Terminal where you can catch a bus to Carmen. Look for a bus labeled 'Carmen' or 'Baclayon' which will also make stops in Carmen. The bus fare is about PHP 50 and the journey will take around 1 to 1.5 hours. Once you arrive in Carmen, you can either walk or take a tricycle to the Chocolate Hills Viewing Deck. It’s about 2-3 kilometers from the bus stop, so tricycle fare could be around PHP 20.
