If you are driving from the center of Pagudpud, head south on National Highway. Follow the road for about 5 kilometers until you see the sign for Pasaleng Beach. Turn left onto a smaller road leading directly to the beach. The beach is located near HW5X+CFF Bridge, Pagudpud, Ilocos Norte. Keep an eye out for signage as you approach the area.

Public Transportation (Tricycle)
From the main bus terminal or your accommodation in Pagudpud, you can hire a tricycle which is a common mode of transport. Inform the driver that you want to go to Pasaleng Beach. The fare ranges from 50 to 100 PHP depending on your starting point. The ride will take approximately 15-20 minutes, and the driver will drop you off near the beach entrance.
