To reach Kawhagan Beach from General Luna, find a local boat operator at the harbor near Cloud 9. You can negotiate a price for a private boat or join a group tour. If you are in Dapa, you can take a tricycle to Del Carmen. Ask the driver to take you to the Del Carmen port. From there, you can catch a boat to Kawhagan Beach. The tricycle ride will take approximately 15-20 minutes.
