If you're traveling by car, start from the center of Orava (such as from the town of Dolný Kubín). Take Route 59 towards the east, following signs for 'Východné Karpaty.' Continue for about 20 kilometers until you reach the village of Zákamenné. From there, follow the signs for the Chránená krajinná oblasť Východné Karpaty. The entrance to the park is well-marked and located just off Route 59.
