To reach the Museu de Marinha from Sintra, start by walking to Sintra train station. You can find the station near the town center. Once at the station, purchase a ticket to Lisbon (Cascais Line). Board a train heading to Cais do Sodré. The journey takes approximately 40 minutes. Once you arrive at Cais do Sodré station, follow the signs to the metro station and take the Green Line towards Cais do Sodré. Get off at the next station, Baixa-Chiado. From Baixa-Chiado, exit the metro and walk to the nearby bus stop. Take bus number 728 towards 'Praça do Comércio'. After about 20 minutes, get off at 'Mosteiro dos Jerónimos' stop. The Museu de Marinha is just a short walk from there.
