Walking
If you're starting from the main town of Culebra (Culebra Pueblo), head towards the ferry terminal. From there, take Route 251 heading east. You'll pass by local shops and restaurants. Continue on this road for about 1.5 miles until you reach a fork in the road. At the fork, keep to the right to stay on Route 251. Follow the road as it winds along the coast, enjoying beautiful views of the ocean. After approximately 2 miles, you'll see signs for Culebra National Wildlife Refuge. The entrance will be on your right. Note that the refuge is primarily accessible by foot, so be prepared for some walking once you enter.

Bicycle
If you prefer cycling, you can rent a bicycle in Culebra. Start from the main plaza, and head towards the ferry terminal. Take Route 251 heading east. Keep an eye out for the scenic views as you cycle along the coastline. After about 1.5 miles, you will reach a fork in the road. Stay to the right to continue on Route 251. Cycle for another 2 miles, and watch for the signs indicating Culebra National Wildlife Refuge on your right. The refuge has trails for biking and walking, allowing you to explore the area further.

Golf Cart
Many tourists in Culebra rent golf carts to explore the island. From the main town area, drive towards the ferry terminal and take Route 251 heading east. You'll pass several local attractions and shops. After about 1.5 miles, take the fork to the right to stay on Route 251. Continue for approximately 2 miles, and look for the Culebra National Wildlife Refuge signs on your right. The refuge is accessible by golf cart, and you can park at designated areas to explore on foot.
