Continue on this road for about 1.5 miles until you reach a fork in the road. At the fork, keep to the right to stay on Route 251. Follow the road as it winds along the coast, enjoying beautiful views of the ocean. After approximately 2 miles, you'll see signs for Culebra National Wildlife Refuge. The entrance will be on your right. Note that the refuge is primarily accessible by foot, so be prepared for some walking once you enter.
